Why is Liverpool not pursuing Balcola?

The inference at the time was that £100 million would be a magical figure for Paris Saint-Germain to compromise with Liverpool, especially if they had to admit that they failed in their attempt to introduce Alexander Isaac (for clarification, you need to make it clear: they didn't).
